Through FY 2017, these represent the spending under specific Homeland Security missions associated with counterterrorism, related to preventing and disrupting terror attacks, responding and recovering from terrorist incidents, and protecting Americans and infrastructure. For FY 2018, the cost of these missions was no longer reported by the White House Office of Management and Budget, and is estimated based on previous costs.

These include war funding appropriated as Overseas Contingency Operations for both the Departments of Defense and State, as well as a portion of the base Department of Defense budget estimated to represent increased military spending due to ongoing wars. Military costs are not primarily delineated by geography, but include military operations in Afghanistan, Iraq, Syria and Pakistan, among other countries.

The Cost of National Security counters examine the costs of the United States’ wars on terrorism since September 11, 2001. These wars – in Afghanistan, Iraq, Pakistan, Syria and beyond – are now the longest wars in United States history. The counters show their cost in dollars, according to the Costs of War project at Brown University’s Watson Institute for International and Public Affairs.
This estimate differs from the more widely-cited $5.6 trillion total cost of war estimated by the Costs of War project, because it does not include estimated future costs - only those costs that American taxpayers have paid through Fiscal Year 2018.
